Why does the Chanukiah get so many exeptions? What if the lights from the Chanukiah destroy an ENTIRE city and make everyone poor and starving? Is the guy with the Chanukiah (that started the fire) still exempt?

If it was his fault then he is guilty! there should be NO exceptions. even if someone was dying and he accidentally knocked it over, then it still is his fault because it ended up killing more people then he would have saved...

For something as catestrofic as that then of course he should pay but what if he gets al poor and starving when he pays?

he is definitely not exempt because if someone kills a whole city then they have to fix the problem no matter what their excuse is

There is a donkey passing a shoe shop that is Jewish. There is a Chanukiah outside and the flax on the donkey lights everything on fire.
In other situations, the store owner is exempt because he was just celebrating the holiday of Chanukah. But what if because of the whole Chanukiah everything breaks down??!?!?!?!?

For such a tragedy and huge disaster the mand with the Chanukiah would not be exmept accoring to the law. But accroding to halacha the man would be exempt

this is all possible...but people never said that you got an exemption because it is hannukah candles. you are still responsible.

If he left his menorah in a place were it could burn down the whole city hes not exempt but if he put it in a place that it was not obvious that it would burn down the city he is exempt it could have happened to anyone right??

There is no way a city could be set on fire due to the light of a menorah.
Unless you live in the industrial part of New Jersey and you have oil tanks instead of trees.
